“Manage, administrate, contract, research, plan, operate and receive resources in cash and in kind either in the bank account or in warehouses, as a result of projects submitted to and approved by bilateral sources of international cooperation, multi-lateral sources of international cooperation, technical cooperation sources for developing countries with prior approval of the private centralized and decentralized sectors of the Colombian State. Furthermore, the Organization shall sign contracts with public, private, community – based, and joint – economy sectors of the Colombian State”.
